Why it is a financial figure, not just a technical one
Because it is the real ceiling on what you can install. If your operation contemplates refrigeration, automation, conveyors or any process machinery, capacity in MVA determines whether the project fits at all.
And it is a hard limit to move: expanding the service after signing is expensive, slow, and sometimes simply not possible within the timeframe you need.
Why MVA and not MW
The megavolt-ampere measures apparent power; the megawatt measures active power. The difference between them depends on the installation's power factor. Parks publish MVA because it describes the capacity of the supply infrastructure, independent of how each tenant uses it.
How to use it when comparing
Request it in writing and ask three things: the park's total capacity, how much is already committed to other tenants, and how much would be allocated to your footprint.
A park that publishes its figure — 5 MVA, for example — is providing a verifiable number. One that answers "whatever you need" is providing a promise.
